Dax Shepard can definitely be considered in multiple categories for this. The movie can also be considered for his real life wife, Kristen Bell, and also Vincent D'Onofrio, who was also in Rings.

Probably the most likely categories, however, are Worst Remake and Worst Screen Combo for Shepard and either Bell or Michael Pena... Or maybe just Shepard and Pena.
Worst Actor - Johnny Depp (Just imagine the cruel irony of winning for the role that original got him his first Oscar nom.)

Worst Actress - Katherine Heigl (SHE MUST WIN!)

Worst Supporting Actor - Anthony Hopkins (If he is nominated, he'll break a Razzie record. If he wins, he'll break TWO records!)

Worst Supporting Actress - Kim Basinger (Basically in this movie because 9 1/2 Weeks, her first Razzie nomination.)

Worst Supporting Actress (nom) - Marcia Gay Harden (Jane Seymour got a nomination for the parody version of the role, so why not the real thing?)

And the consensus reads "It abandons the endearing innocence of its source material, using the titular cop show's premise as a setup for aggressively lowbrow gags that prove only mildly arresting at best."

The CHiPs are down, so to speak.  This film had a number of warning signs indicating that it was terrible: a 10-week marketing campaign, only 2 trailers, and no advance screenings for critics.  "CHiPs" will join a long line of the worst films based on TV series, which includes "The Avengers" (1998), "Wild Wild West", "The Dukes of Hazzard", "Land of the Lost", and "The Last Airbender".  Whether or not this film will win Razzies is still up in the air.

It's still up in the air whether or not it'll be nominated, let alone win.

Potential nominations to consider:

Worst Actor
Michael Peña. Sometimes his screen presence is dull. Other times he is annoyingly unfunny.
Dax Shepard. Just like Peña he is dull and unfunny.

Worst Supporting Actor
Justin Chatwin. His wooden performance cannot be ignored.

Worst Prequel, Remake, Ripoff or Sequel

Worst Director
Dax Shepard. He directorial efforts clearly show little effort. Shepard did little, if any, to make the movie look entertaining.

Worst Screenplay
Dax Shepard. His attempt at writing is just as poor as his directing. There is little humor in the screenplay. There is also little material to make the main characters sympathetic.

Worst Screen Combination
Michael Peña and Dax Shepard. Their combined screen presence is unfunny and is often unbearable.

Dishonorable mentions: Worst Picture. Worst Supporting Actress: Kristen Bell.
